To develop coordinated programs of research on the Great Lakes,which will permit the maximum sustained productivity of stocks of fish of common concern; and to formulate and implement a program to eradicate or minimize sea lamprey populations in the Great Lakes.

Independent binational organization with the purpose of helping prevent and resolve disputes relating to the use and quality of boundary waters. Monitors Canada-US transboundary environmental treaties/agreements: Great Lakes Water Quality Agreement, Air Quality Agreement, Boundary Waters Treaty.
